DECISION OF THE CHAIRMAN OF THE VIETNAM FEDERATION

OF UNESCO CLUBS

on the establishment of the Vietnam UNESCO Center

for Buddhism Studies and Applications (VUCB)

     THE CHAIRMAN OF THE VIETNAM FEDERATION OF UNESCO CLUBS
     - Given the Decision No. 397/TTg dated August 3rd, 1993 of the Prime Minister of the Socialist Republic of Vietnam authorizing the establishment of Vietnam Federation of UNESCO Clubs (VFUC);
     - Based on the VFUC Regulations;
     - Based on the Application for establishment, Draft of activities Regulations  and project of the Preparation Board for the establishment of UNESCO Center for Researches and Applications of Buddhist Studies in Vietnam;
      - Based on the proposal of the VFUC Secretariat;

DECIDES:

     Article l: To establish of The Vietnam‑ UNESCO Center for Buddhism Studies and Applications (VUCB) in line with the Regulations approved by the VFUC attaching this Decision.
     - External exchange name: The Vietnam UNESCO Center for Buddhism Studies and Applications (VUCB).
     - The exchange office of the Center is located in Hanoi.
     Article 2:
     - The Vietnam UNESCO Center for Buddhism Studies and Applications (VUCB) is a unit established by the Vietnam Federation of UNESCO Clubs, directly under the management and supervision of the VFUC, through the VFUC Secretariat.
     - The Center is allowed by the VFUC to have its own stamp, and open an account in the bank in line with related laws.
     Article 3: The Center's elaborate functions and duties are as the following:
     - Putting together knowledges of the community to organize scientifically and systematically studies on buddhist principles, therefrom to apply them into the cultural and spiritual life of the people, in order to contribute to resolve social problems concerned by the Communist Party and State of Vietnam.
     - Carrying out subjects of sociological research on social forces, therefrom to contribute to promoting mental and physical potentialities to serve successfully the cause of construction and development of the country.
     - Participating in the cause of education of the younger people to contribute to enhance the citizen consciousness and the patriotism of the community.
     - Researching and applying widely Buddhism for human life to make the human beings healthy, limited superstitions and bring in spiritual safety and genuine happiness for every people.
     - Organizing project of Buddhist studies and application by coordination and cooperation and mobilization of collective and individual contributions at home and abroad.
     - Implementing international exchanges and cooperations in the field of studies and applications of Buddhism.
     - Actively taking part in common activities of the VFUC and realizing the membership of the Center to the VFUC.
     Article 4: The Center acts in the principles of independence, self-management, and financial self-sufficiency.
     - Any programs and projects of activities out of the Center's permanent functions and duties must be reported to and asked for the verification from the VFUC before their implementations.
     - The Center acts under the VFUC regulations and the State laws and management.
     - Quarterly and yearly the Center reports to the VFUC fund in line with its stipulations.
     - The Center has duty to financially contribute to the VFUC fund in line with its stipulations.
     - The Director of the Center is mainly in charge of its activities in front of the VFUC and State laws.
     Article 5: The Secretary General, VFUC cabinet Chief, and Director of the Vietnam UNESCO Center for Buddhism Studies and Applications (VUCB) are responsible for executing this Decision.
