| Article 1: Name of the Center. |
| The Vietnam UNESCO Center
for Buddhism Studies and Applications (VUCB) |
| Article 2: Main target and task of the Center. |
| The Vietnam UNESCO Center for Buddishm Studies and Application (VUCB) (here after called Center) is a social organization of which activities are in line with main target and task of UNESCO and of the Vietnam Federation of UNESCO Clubs, where largely regrouped and united scientists, activists in educational, cultural fields and all people who pay attention and hope to contribute their force to the works - educating all-round developing human-beings, to the life and happiness of all people aiming to the construction and development of the country, to the future of the nation. |
| Being an organization directly belong to the Vietnam Federation of UNESCO Clubs, the Center is in charge of popularizing the advancing ideal of UNESCO, of VFUC, to the members of the Center and to the community, calling and regrouping all people to actively contribute their part to the cause of peace, friendship and security in all over the world. |
| The Center has its legal status on the organization, its own seal, Vietnam and foreign currency current account in the Banks. |

Functions and duties of the VIETNAM UNESCO Center for Buddhism Studies and Application (VUCB) |
| Article 3: Functions and long term duties of the Center |
| The Center’s longterm functions and duties are combining the intellect of the community aiming to scientifically and systematically carry out reseaches Buddhism principles, by this to infiltre their quintessence to apply in cultural and mental life of the people, in which especially priority applying measures to solve problems related to the dignity, citizenship education to solve social problems to which the Party Communite of Vietnam and the State pay attention. |
| Being an organization of the Vietnam Federation of UNESCO Clubs, the Center has duty to seriously carry out Resolutions of the VFUC and actively participate to all the activities of VFUC. |
| Article 4: Concrete duties of the Center. |
| - Giving priority to scientific researches and experimentalizing buddhist principles to apply in community life in line with the need of development of the society and the country. |
| - Deploying systematically researches of methodology and applicating method of Buddhism on the bases of achievements of scientific researches which had been approved by the Center to popularize in the practical life. |
| - Carrying out objects of sociological studies to special collaborators such as: managers, intellectuals aiming to support the above said groups to enhance their mentality and physical force aiming to serve more fruitfully to the construction and development of the country . |
| - Researching and applying Buddhist studies to social group who are falling in difficult situation and are needed the mental support and education by the society, together with the State to solve existing, pressing social problems, participating to the education to the juvenile and youngmen, to contribute to the enhancement of citizen-consciousness and patriotism to the community. |
| - Researching and popularizing methods for Bouddhist studies application by the human life aiming to make healthy human beings, to limit superstition, to bring the mental safety and genuine happiness to every person. |
| Article 5: Implementing measures and activity methods. |
| 5.1 Researches and Information: |
| - Collecting materials, scientifically and systematically studying all matters related to Buddhist studies. |
| - Organizing domestic and international workshop, symposiums and participating to international activities related to applycation and research of Buddshit study fields. |
| - Establishing reading rooms, libraries, issuing bulletins, publishing of informations and popularizing studying and applying achievements of the Center. |
| - Bringing forward views to the Communist Party of Vietnam, to the Government inovations, directions and policies related to the education of human beings, human life works and development of the country. |
| 5.2 Popularizing and applying activities: |
| - Organizing system of speakers, guiders, maintaining consulting activities in order to popularize scientific knowledge and to apply principles of Buddhist studies to the community to contr force, to understand culture and to contribute their parts to make clean the society. |
| 5.3 Mobilizing resources program: |
| - Propagating, angling for maximum domestic and international contribution by knowledge, experiences, supporting by spirit, material power of persons, social bodies to the Center for implementing its duties. |
| - The Center would be able to preside at or associate to other units of the VFUC or with other domestic and international organizations, groups to carry out activities of the project field in line with the aim of the Center. |

Chapter 3rd |
|
MEMBERS’ REGULATIONS OF THE CENTER |

| Article 6: Member of the Center |
| All individuals, collective groups, being Vietnamese citizens and overseas, without difference of political views, religions, ages, social classes, educational and professional levels who approve Rules of the Vietnam Fedration of UNESCO Clubs, Rules and Activity Program of the Center, voluntarily petition to adhere and act for the Center are able to be adhered as member of the Center at the same time to be member of Vietnam Federation of UNESCO Clubs. |
| Diverse kinds of member of the Center. |
| 1. Official member : Being collective groups, persons voluntarily petition to adhere to the Center and pledge to implement rules, regulations of the Center and of the VFUC, give effect to the UNESCO member’s duties in line with the Regulations of the Vietnam Federation of UNESCO Clubs. |
| 2. Honour member : Being Vietnamese collective groups, persons, foreigners who have supported the Center with prestige, spirit or materials, or play a special role to the activities and development of the Center. |
| 3. Participant member: Being diverse units, organizations, social associations which participate or dedicate to the Center spiritual, material supports, directly or indirectly participate in every concrete activities of the Center. |
| Article 7 : Members’ duties |
| 1. Actively studying, upgrading knowledge related to his or her specialities and UNESCO aiming to strengthen his or her activity ability to meet all activitiy demand of the Center. |
| 2. Actively participating all activities of the Center, realizing rules, regulations of the Center and adhere new members. |
| 3. Contributing member’s dues according to regulations. |
| Article 8: Member’s Interests. |
| Members are able to |
| 1. Contribute ideas to activity programms of the Center |
| 2. Elect and present his or her candidacy for Leading Organs of the Center. |
| 3. Control all activities of Leading institutions of the Center |
| 4. Enjoy material and spiritual welfare managed by the Center |
| 5. Request to protect his or her legitimate will and rights or behalf of member in the activity field of the Center. |
| 6. Withdraw from the Center. |

Fourth Chapter |
|
DETERMINATION ON THE ORGANIZATION AND MACHINE OF THE CENTER. |
| Article 9: Organizational principles and working system of the Center. |
| The Center is permitted to organize and act on the basis of voluntary, self managing, financially self covered to act on the principle of democracy and bear the responsibility for the individual. |
| The Center is under the direct management on organization of Vietnam Fedration of UNESCO Clubs, its acts are in line with the laws, with the rules and regulations of the VFUC, and rules of this regulations. To meet the need of widening and developing the Center, the Center is able to open its agencies (under the form Representative office, or Bureau ) or member groups self management and activity in the locality in line with the determination of VFUC and directly and all-round management under the Center. |

| - General meeting of the whole members of the Center. |
| - Council of Founders including members who actively founded the Center. |
| - The Center board of directors |
| - All specializing Sections for helping the Board of directors. |
| - Respresentative offices and agencies of the Center in the locality (if it needs) |
| Article 11: General meeting of the Center. |
| General meeting of the whole members of the Center or Meeting of representatives of the Center are the highest Leadering board of the Center between the two General Meeting of the Center, which held for two years a time, the date and number of representatives are choosen by the Board of Directors. The special meeting would be convoked while it would have the need of more than the half of members of Board of Directors who suggest this and the Executive Board of the Vietnam Federation of UNESCO clubs appoves this. |
| Responsibility, rights of the General meeting |
| - Assessing and summing up pasi experiences of the activities of the Center, checking and passing the working record of the Board of Directors. |
| - Discussing and passing the activity program and deciding financial and organizational problems for the comming period. |
| - Adopting the amendement of the Regulations (if it needs) |
| - Electing new Board of Directors of the Center. |
| Article 12: Board of Founders of the Center |
| The Board of Founders of the Center includes all founder members of the Center, who play a decisive role to the initial aim of the Center. |
| The Board of founders plays an especial role on the developing determination and mobilizing mental and material resources for all the Center existing duration and is responsible to check in, control all activities of the Center, approved by the Board Committee of VFUC. |
| The Board of Founders elects the Chairman of Founders Council which is representative of the Board of Founders and has its official voice to all activities of the Center. |
| The Board of Founders holds 06 (six) months a time and this will be convoked by the Chairman of Founder Council |
